On 25 September 2025, Malaysia marked a significant milestone in its health transformation journey with the launch of the National Blueprint for Behavioural Insights in Health. Spearheaded by the Ministry of Health Malaysia in collaboration with the World Health Organization Representative Office for Malaysia, Brunei Darussalam, and Singapore, the Blueprint represents the country’s first national framework dedicated to embedding behavioural science into health policy and practice. This initiative aligns with the WHO Resolution on Behavioural Sciences for Better Health adopted in 2023, and reflects a whole-of-government and whole-of-society approach by recognizing that health outcomes are shaped not only by clinical care, but also by socio-economic, commercial, and environmental determinants. Guided by the Thirteenth Malaysia Plan (2026–2030), the Blueprint provides a strategic roadmap for understanding health behaviours at both individual and community levels, enabling the design of interventions that are evidence-based, sustainable, and people-centred. The launch was officiated by the Minister of Health Malaysia and attended by key health leaders including Dr. Rabindra Abeyasinghe, WHO Representative to Malaysia, Brunei Darussalam, and Singapore; Datuk Dr. Mahathar bin Abd Wahab, Director-General of Health Malaysia; and Datuk Dr. Nor Fariza binti Ngah, Deputy Director-General of Health (Research and Technical Support). In their remarks, leaders emphasized that the Blueprint is more than a policy document ,and it is a call to action that invites innovation, cross-sector collaboration, and active community participation. With this launch, Malaysia positions itself as a regional leader in applying behavioural insights to build a more inclusive, resilient, and user-centred health system.
